Seeking Advice on Sales and Marketing Recruitment for a Small Tech Company

I’m relatively new to Reddit but have been a long-time user. I recently created an account to seek your advice on recruiting sales and marketing professionals for a small tech firm.
Should I focus on candidates with experience in tech sales, marketing, or a blend of both? Additionally, does anyone know of any databases I can purchase? I’m also on the lookout for good recruitment agencies or specifically recruiters, as they tend to be more cost-effective. I’ve tried Upwork, but the quality of candidates has been underwhelming—mostly just CVs without proper vetting, and I prefer not to pay hourly.
My friend’s company is a small tech firm located in New Jersey, USA, and he aims to build a solid sales and marketing team from scratch, primarily focusing on marketers for now, with a potential increase in sales roles later. Ideally, we’re looking for candidates with experience in the tech/software industry.

UPDATE: Thank you all for your helpful advice! I wanted to share that I found an agency on LinkedIn that specializes precisely in what we need—sales and marketing professionals for tech and software.
