Seeking Guidance on Sales and Marketing Recruitment for a Tech Company in the US

I’m new to posting on Reddit, although I’ve been a long-time user. I decided to create an account to seek some advice regarding recruitment for sales and marketing professionals for a small tech company.
Should I focus on candidates with experience in tech sales, marketing, or a combination of both? Are there any databases available for purchase that cater to these roles? Additionally, if you know of any specialized agencies or recruiters (preferably ones that are budget-friendly), that would be incredibly helpful!
I’ve tried using Upwork, but the quality of candidates has been quite disappointing; most just submit CVs without any proper vetting. My friend doesn’t want an hourly rate either.
He runs a small tech firm in New Jersey and is looking to build a robust sales and marketing team from the ground up, primarily focusing on hiring marketers for now, with plans to add salespeople in the future. Experience in tech or software industries is a definite plus.

Interestingly, I found an agency on LinkedIn that specializes precisely in what we need—sales and marketing professionals for the tech and software industries. We signed a contract with them three days ago, and so far, things are going really well. If anyone is interested in their contact information, feel free to DM me.
